2009 grants under the thematic programme ENRTP

1/Mr Louis Du Breil De Pontbriand, you are in charge of the “Thematic programme for environment and sustainable management of natural resources including energy” implementation. Could you please describe its main objectives?
First of all, the ENRTP programme is based on the geographic tools “Development and Co-operation Instrument” (ICD) and “European neighbourhood partnership instrument” (ENPI). It aims at changing poor people’s life in areas where climate changes have their worst effects, at improving the environmental governance and ensuring the access to natural resources.
We are in charge of the implementation of this thematic programme and actually we are preparing the new 2009 call for proposals that will dispose of about 120 million euro for several developing countries in the world. The ENRTP programme is managed by more than one General Directorate of the EU Commission: DG Environment, DG Development and DG Transport and Energy are responsible for planning; Europaid (DG External cooperation) is in charge of the implementation.
2/What priorities should apply projects contain in order to be approved by the next call for proposals? What will be the decision process?
ENRTP programme is organised in 5 priorities and several partial priorities for the 2007-2010 period and they will be revised in 2010:
- Assistance to development countries in order to attain environmental sustainability
- EU initiatives promotion and financial aid to developing countries finalised to the international environmental engagements
- Improving coherence between public policies and environmental engagements
- Support governance and development of the environmental policies
- Support the choice for sustainable energies taken by partner countries
On the base of new actions chosen for 2009, the Committee for projects selection, composed by the DG responsible managers, will examine the application during the last trimester and will propose to the European Commission a project list likely to be financed (the Commission could finance between 500 000 euro and 2,5 million euro each project reaching at least 80% of the total eligible costs).
3/Will the ENRTP programme finance any fieldwork or public initiatives coming by the eligible developing countries? Which could be the term?
In the Europeaid Directorate website there is a full list about all the implemented projects since 2007 in the world. They’re mainly about environment protection initiatives, natural heritage management, renewable energies promotion and use, water basins’ management and cleaning in order to assure better living conditions to populations; other projects support capacity building for public bodies about wastes management and recycling.
ENRTP grants will finance NGOs, no-profit organisations, local and public authorities as well. Projects may last at least 6 years, so over the end of the ENRTP programming period.
The 2009 work programme, which includes details of the forecasted call, has been adopted by the EU Commission on 14 May 2009.
