How to succeed in call for proposals for FP 7?
Mr. Philippe ARHETS, European Affairs Chairman - National Institute for Health and Medical Research (Inserm), Coordinator for Health NCP
1/ What are the main tasks of a National Contact Point (NCP) for FP7?
Our activities are based upon three main tasks:
1) Inform the scientific community about the opportunities offered by FP7 and one of its thematic priority, Health, in particular. This naturally includes other related initiatives (such as JTI IMI) or other programs such as framework program for public health of DG SANCO. The objective is to inform as well as to stimulate the participation of French players to these European programs.
2) Advise the proposers (and participants) to best position their project in terms of research priorities of the call and the first stages of developing their project. Their attention is stressed on specificities accompanying calls for proposals for the Health priority (in terms of objectives, partnering, financing, etc..). If necessary, we re-orientate applicants towards other thematic priorities, which may best correspond to their project and we put them in contact with the National Contact Points concerned
.
3) Participation in the assistance of project-building although this kind of support is usually provided by the European service of their body when it exists, or by networks of support local / regional or specialized partners. The NCP is naturally available to the various actors to assist them in their mission.
We are also involved in the search for partners based in particular on the European network of NCP Health (HEALTH-NCP-NET) supported by the Health thematic priority of FP7.
Finally, the NCP acts as an interface between the scientific community and the services of the EC in charge of the Health thematic priority for all relevant information or provide feedback on the implementation of the Health theme of FP7
.
2/ Under his monitoring activity on European funding, Welcomeurope published a pre-information notice \"FP7 - Cooperation Health - 2010\" which means that a corresponding call for proposals will be soon published. What will be the key elements of that Call?
Based on 4 pillars that form the structure of the Health thematic priority of FP 7 and reflecting different goals of research in the filed of health, the 4th call is characterized by the introduction of specific calls. Some of its research priorities were set jointly with other thematic priorities (in particular thematic priority KBBE or BIO from the Cooperation Program) or even with private sector partners (except for the IMI initiative). This is the case respectively for the call HEALTH-2010-AFRICA and HEALTH-2010-INFLUENZA and the call HEALTH-2010-Alternative Testing Strategies. Note that there will be specific calls ERANET in the field of Cancer and Rare Diseases which will be published.
Finally this 4th call 2010 comprises 6 calls other calls for proposals. It is six-in-one call! In fact, each of them has its specificity both in terms of objectives and rules of participation. And the NCP for Health’s mission is to properly explain that to all interested persons.
3/ Assuming a response to this call which are the basic criteria for making the project eligible?
The sine qua non condition is that the project which is being prepared must be based on a European partnership and specifically address the objectives of the chosen thematic line. Then, it is obviously necessary to comply with the rules of participation and eligibility imposed by the FP7, plus those associated with conditions of implementation of the Health thematic priority of FP7; it is worth to be mentioned, for example, the thresholds and / or ceilings of the financial contribution set by the Directive F Health of the EC, which depend on types of instruments or projects required for the implementation of each thematic line of work program.
4/ If you were to give an advice to a project-leader willing to obtain grants under the FP7, which would it be?
First, it is very important to be well informed about the political, scientific, social and economic context which all are environment of action for FP 7. Getting in contact with NCP will help in this endeavour since you’ll get explained and assisted in terms of information and preparing your project. Further on, it is very useful to have European-scale contacts or partners, which will possibly constitute a consortium or allow involving in other projects. In any case, the fist step is to contact the NCP concerned, and we will do our best!
